Manpower is actively engaged with a State Government department that is now looking for a Senior Governance and Risk Advisor to develop, maintain and improve appropriate systems and processes to ensure organisational accountability, transparency and legislative compliance. The position requires the incumbent to provide specialised governance, audit and risk management advice and guidance to the Director, apply well developed engagement skills, creative and advanced problem-solving skills.

This is ongoing VPS 5 role and will commence ASAP.

Key Accountabilities

  • Develop and implement frameworks, policies and guidance on governance (including audit, risk management and procurement) and provide advice to staff on these framework and policies.
  • Provide effective, timely and efficient secretariat support for the work of the audit and risk committee.
  • Act as the key liaison point for the internal auditor and governance functions and developing supportive relationships to enable the accountable officer and responsible body to achieve and maintain compliance.
  • Coordinate planning and reporting within the Commission, including supporting, monitoring and reporting on appropriate plans, budgets and the Annual Report, including for the Commissioner, leadership team, Board and audit and risk committee.
  • Deliver financial reporting at an authoritative level and implement and maintain financial systems that support delivery of best-practice, contemporary financial management and services and improved stakeholder outcomes.
  • Develop and maintaining a risk register to identifying trends and developing responsive and proactive solutions and processes and implement risk reporting dashboards and mitigate future risk exposures in line with the Commission governance framework.
  • Initiate, manage and maintain effective working relationships with key internal and external stakeholders, gain cooperation and influence views on developing solutions and options to key governance and systemic issues, as well as help promote a culture of excellence, responsiveness and flexibility.
  • Maintain an understanding of current, best-practice in financial management and services to ensure compliance with the Financial Management Act 1994, and other relevant legislation, as well as regulations, government directives, policies and guidelines.
  • Conduct any other relevant duties as may be required by the Director or Commissioner from time to time.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the Commission's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the Commission's occupational health and safety policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the Commission's ability to deliver, or facilitate the delivery of, effective support and services.

Key Selection Criteria

  • Technical skills: significant understanding of government processes, policies and procedures on governance, finance, audit and risk management and demonstrated experience in applying standards, legislation and policies to meet the Commission and Board's governance, risk and compliance obligations and ability to interpret statistical data and prepare financial reports.
  • Written and verbal communication skills: prepares clear and concise timely briefs, reports, correspondence, and issue summaries on highly complex matters, as well as providing advice on innovative solutions to complex issues to a broad range of stakeholders.
  • Strategic planning: thinks at the big picture level; entertains wide-ranging possibilities in developing a vision for the future; works across a number of time frames; translates strategic direction into day-to-day activities.
  • Systems thinking: diagnoses trends, obstacles and opportunities in the internal and external environment; understands the linkages between natural systems and communities to inform policy; conceptualises and defines the systems working within the organisation.
  • Influence and negotiation: gains agreement to proposals and ideas; builds behind- the- scenes support for ideas to ensure buy-in and ownership; uses chains of indirect influence to achieve outcomes, for example, 'gets A to show B so B will tell C'; involves experts or other third parties to strengthen a case.
  • Problem solving: seeks all relevant information for problem-solving; liaises with stakeholders; analyses issues from different perspectives and draws sound inferences from information available; identifies and proposes workable solutions to problems; implements solutions, evaluates effectiveness and adjusts actions as required.
  • Self-management: invites feedback on own behaviour and impact; uses new knowledge or information about self to build a broader understanding of own behaviour and the impact it has on others; understands strong emotional reactions and seeks ways to more effectively manage them.

Qualifications / Additional requirements

  • Tertiary qualification in business management, financial management or a related discipline and experience in a similar role are required.
