This State Government Department is looking for a Solution Architect to be responsible for leading the creation of technical solutions and providing leadership and support to the department's project team and business units in a complex and varied technical environment.

Accountabilities

  1. Working closely with the implementation partner to design, develop, and oversee the implementation of end-to-end integrated solutions for the project.
  2. Owner and lead quality assurance of all architectural related artefacts.
  3. Determine solution options in terms of costs, benefits, risks and architectural alignment for the existing and "to be" Water Register.
  4. Conduct detailed solution and technology assessments, including total cost of ownership as required.
  5. Develop and assist the wider project team with solution architecture and designs that are fit for purpose and cost effective.
  6. Contribute to the setting of architectural principles, policies, standards, guidelines and models for the project.
  7. Contribute to the innovation and pre-delivery work with some additional BA and PM skills.
  8. Actively participate in the planning and prioritisation of product and solution backlogs, as part of the agile delivery framework.
  9. Develop and maintain trusted, credible and effective relationships with stakeholders including Water Register Partners, vendors, internal business stakeholders and the project delivery team.
  10. Influence, facilitate and negotiate with stakeholders, partners, peers and other government bodies to support good project execution and achieve outcomes identified in the strategy.
  11. Lead and chair the project's technical reference group (TRG)
  12. Lead and present the project update at the DELWP Architecture Review Board (ARB).

POSITION SPECIFIC REQUIREMENTS

Key Selection Criteria

Specialist/Technical Expertise/Qualifications

  1. Tertiary qualifications and certifications in IT, computer science or related disciplines.
  2. Minimum 10 years' relevant work experience in complex multi-vendor environments (mandatory).
  3. Strong technical knowledge and broad experience in one or more areas of solution architecture including application, integration, data infrastructure and security and their application within a business transformation context.
  4. Strong analytical and problem-solving skills, including a thorough understanding of how to interpret customer business needs and translate them into practical applications and operational solutions.
  5. Strong experience in developing strategic and detailed architecture plans.
  6. Strong knowledge of highly available and scalable cloud-based infrastructures (AWS/Azure) and continuous delivery.
  7. Strong experience in effectively engaging stakeholders and operating flexibly in a complex and demanding environment with a high degree of accountability.
  8. Experience with architectural assurance and development of business and service transformation blueprints.
  9. Strong experience with Agile/Scrum project delivery methodologies.
  10. Strong experience planning, executing and reporting on architectural activities to Senior Leadership, Program Control Boards (PCB) and Architecture Review Boards (ARB).
  11. Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of technical teams, subject matter experts, senior managers and executives.
  12. Knowledge and/or experience in the application of technology to water resource management, preferably within a Victorian context.

  • Captures and prioritises business strategies, objectives and identifies the business benefits of alternative strategies.

  1. Security solution architecture:
  • Uses appropriate tools, including logical models of components and interfaces, to contribute to the development of the security aspects of systems architectures in specific business or functional areas.
  • Produces detailed component specifications and translates these into detailed designs for implementation using selected products.
  • Provides advice on technical security aspects of system development and integration and ensures that relevant technical strategies, policies, standards and practices are applied correctly.
