Manpower is actively engaged with a State Government department that is now looking for a Planning Officer responsible for leading key projects in the Provision Planning, Planning, Established Areas and Enrolment Management teams.

This is 10-month VPS 6 role and will commence ASAP.

What to Expect:

  • Providing high quality, accurate and timely, policy advice and analysis to inform the Department's short and long-term infrastructure and asset strategies, investment priorities and planning for educational facilities, particularly in relation to the planning for new schools, early childhood facilities and infrastructure for students with disabilities;
  • Providing expert, strategic advice concerning statutory and strategic planning in relation to land use planning for schools and education provision across Victoria to ensure that appropriate education infrastructure is planned in the right places to respond to Victoria's population;
  • Contributing to demographic and data analysis and the development of methodologies, policies and processes that support the planning for new educational facilities;
  • Providing analytical advice as required in response to queries from Regions, schools and other stakeholders in relation to land use planning for educational facilities and the New Schools Pipeline, including statutory and strategic planning processes;
  • Identifying and contributing to improvements in departmental planning advice, analysis (including spatial analysis), policies and guidelines; including improving planning guidelines, methodologies, policies, systems and processes;
  • Providing high quality verbal and written advice and visual presentation of issues to senior executives, the Department's Executive Board and Ministers; including presentations, briefings, papers Cabinet submissions;
  • Building and maintaining effective relationships and actively contributing to improved communication within the Department and with key external stakeholders including, other central, portfolio and planning agencies, and local government and other key external stakeholders; this includes managing consultation with key stakeholders;
  • Actively contributing to improved policy and analytical capabilities, systems and processes within the Department; and
  • Demonstrating flexibility and teamwork by being accommodating during the peak periods for various VSBA teams and assisting across teams where needed.

About you:

  • Provides expert authoritative advice concerning statutory and strategic planning in relation to land use planning for schools and education provision across Victoria, including but not limited to Precinct Structure Plans, Priority Precincts and other urban renewal areas
  • Provide specialist planning and analysis to help evaluate projects, proposals, policies and identify opportunities for reform
  • Provides authoritative data analysis and develops options, recommendations and proposals to inform decision making around school infrastructure investment
  • Formulates and communicates public policy options and recommendations
  • Keeps up-to-date with a broad range of contemporary issues
  • Liaises with stakeholders
  • Scans for links and potential implications of proposed policy options
  • Essential : Skills and experience in providing policy advice
  • Desirable : Qualifications and experience in relevant field, including urban planning, public policy, social sciences, law
