The role of a Senior Performance Data Analyst is to provide data analysis and advice in support of a high profile, government, and Board priorities; and produce reports and recommendations to improve decision making on strategic and operational priorities using a range of evaluation tools to extract and present relevant information including:

  • Develop and deliver strategic business, and operational reports.
  • Contribute to the monitoring and evaluation of projects to ensure agency objectives are met
  • Contribute to the maintenance of data quality and integrity across a range of systems to support policy priorities of the Department.

KEY ACCOUNTABILITIES AND ACTIVITIES

Data analysis and reporting

  • Analyse data using standard tools (e.g. SQL, server, Access, Excel, SPSS, SAS and Visual Basic)
  • Undertake complex statistical and analytic projects to monitor the department progress against key outcomes
  • Ensure delivery of timely, accurate and high-quality data products and reports
  • Develop innovative approaches to the presentation of complex data for non-data stakeholders
  • Present complex concepts ideas and issues in clear confident and timely manner
  • Information dissemination
  • Prepare and present discussion papers, submissions, reports and briefings for the Minister, Board, committees, or key decision makers on pre-accredited market responsiveness and performance
  • Document and disseminate information about research and evaluation activity
  • Produce and, as appropriate, publish and distribute print and online content to communicate with diverse audiences, deliver presentations
  • Produce briefings and program or project reports and provide advice to enable effective decision making
  • Report upon performance standards such as timelines, budgets, quality outcomes/outputs

Stakeholder engagement and consultation

  • Consult with Division stakeholders to inform information collection, analysis and reporting
  • Establish and maintain relationships with internal and external stakeholders to inform research and analysis and build research capacity
  • Represent the Office/Department in a range of forums

Expert advice

  • Provide specialist vocational education and performance measurement advice to inform policies, projects or initiatives and to enable effective decision making and achievement of outcomes
  • Demonstrate leadership in the development of methodologies for gathering and analysing training market responsiveness
  • Provide specialist advice to inform data quality improvements, policies, projects or
  • initiatives
  • Provide specialist advice on the evaluation of policy and performance

Policy research

  • Apply research methods to identify issues, trends, risks requirements and issues for policies, projects, or initiatives
  • Identify emerging risks, issues, and opportunities to enhance business or policy outcomes
  • Undertake research and analysis to provide an evidence base for the planning and development of policy, projects or initiatives

Policy evaluation

  • Analyse and evaluate the effectiveness and value of policy, projects/programs or initiatives and develop reports and recommendations
  • Consult with internal and external stakeholders to inform evaluations
  • Develop customised data sets for internal stakeholders across Division that require data collection analysis and reporting for evaluation purposes
  • Monitor policy against objectives and make recommendations for resolving
  • emerging issues and risks impacting on successful achievement of objectives
  • Project planning
  • Use appropriate project management planning and monitoring tools to track project progress
  • Initiate, accelerate, decelerate, redefine, and terminate projects or activities as necessary to achieve outcomes and strategic benefits
  • Identify and document program or project risks and issues and develop effective management strategies
  • Establish and implement QA processes and procedures, review quality of project team outputs

REQUIRED CAPABILITIES

  • Ensures project objectives are met by producing detailed project plans, identifying logical next steps and monitoring the progress of project team members
  • Manages project risks by producing risk registers with risk treatments and risk controls, and regularly monitors their likelihood of eventuation by producing risk reports

Specialist Expertise for 'Research, Analysis & Evaluation '

  • Experience in the use of statistical and analytical software, including SQL, R, Excel, SPSS, PowerBI, Visual Basic/or Python. Experience in the use of other business information software is also valued
  • Experience applying analytical skills to modelling of system performance
  • Knowledge of research theory and practice including an understanding of the benefits of various research methods
  • A broad understanding of vocational training data and associated state and Commonwealth skills and policy environments

Written Communication

  • Edits written communications to ensure they contain the information necessary to achieve their purpose
  • Ensures appropriate style and formats are used
  • Prepares complex briefs, letters, emails and reports using clear, concise andgrammatically correct language
  • Prepare high quality data narrative to support senior management accessing the results from complex data and statistical analysis
  • Present complex data to a non-technical audience via written briefs, reports and presentations
